Alternatively, since the Bat has a reputation of working outside the bounds of the law, he has a much better chance of catching the Kid than the police.

I'd forgotten about that. If things stolen by the Kid get returned a day later - is there any real need to capture him? It would be far easier to pretend that the item was never stolen in the first place.
Considering that cat-woman likes to keep her goods, beyond admiring Kid from a distance, he's the kind of villain Batman wouldn't bother with unless no-one else was around. With the cat - you need to catch her, or you'll never see your jewellery again. With the Kid, it's just a question of waiting a day or two.
