So obviously I just read Hayate the Combat Butler, but Nagi Sanzen'in seems to fit the bill.
She literally has blonde hair and twintails (no odango though), is an otaku with an obsession with manga and video games, lazy, but usually tends to come out doing the 'right' thing. Also, it's implied heavily on multiple occasions that her mother is heavenly favoured, so that's kind of a parallel there with Queen Serenity.

Obviously we need someone FROM the moon to be Sailor Moon. Thus I suggest Kaguya Houraisan, from classical Japanese mythology, or if you want her Touhou incarnation. Of course, this requires her to be born several hundred to thousand years before everybody else. She kind of doesn't age, and is completely immortal in her Touhou incarnation.

I went to see if somebody's already done a Marisa as Sailor Moon pic. Needless to say, there was one on DA, but only one.
If this was in modern Tokyo, right after Marisa defeats the youma in the first chapter, she'd help herself to some jewelry before running away before the police appear
(and then we could put Reimu in as the black-haired, feisty miko...and what the hey, let's shoehorn Alice in as Sailor Venus, since they're both blondes, both friends of the protag, and I guess strings could be equivalent to the chain. Of course, Marisa and love might make her more qualified as Venus?)

I've been having this idea of a Full Metal Panic! crossover, in which Kaname Chidori is Sailor Moon, many of the other major female characters are the other Guardians, and Sosuke Sagara is Tuxedo Mask.
