Nanoha. Because White Devil of the Moon is a horrible waste of space and someone needs to show bissek how to do a SM/Nanoha crossover in a way that doesn't completely suck.

It starts with Yuuno freaking the fuck out over meeting a girl with a Lost Logia lodged in her chest and continues with the Jewel Seeds cracking open the Dark Kingdom ahead of schedule. Then there's the business with Suzuka and Arisa being Uranus and Neptune and the Generals being Wolkenritter-tier fighters and then everything goes downhill when Beryl rapestomps Precia and takes the rest of her Jewel Seeds as offerings to Metallia.

Actually, in canon Precia is rated as a natural SS. That's in HAYATE's league after she's Unisoned with Rein. That's planet-busting level. One step below the Sankt Kaiser, actually. One theory is how she hasn't keeled over yet from the mana reactor explosion that put Alicia into a near-death state. She's used to handling absurdly high levels of magic, so while she still gets radiation poisoning from a mana overdose, she has survived for at least a decade when most would have died. Hell, even when half-dead she hurls a bolt of lightning across dimensions that is powerful enough to disable an entire ship. That's power right there, and skill to go with it.

Anyway, just saying that she wouldn't be curbstomped quite so easily. Sure, powered by Mettalia Beryl would win, but it would by no means be an easy fight.

Hayate plus Rein is a city-buster at very best. She's only a planet-buster for the very brief period that she's plugged into and controlled by the Book of Darkness. Precia's best displayed feat is a cross-dimensional lightning spell that disabled a warship. Impressive for a mage without an eldritch horror backing her up, but Beryl would flay her alive. The Generals for that matter would rip her apart though it might require several of them working together.

Key difference between my approach and bissek's crap: Senshi are everything that normal mages are and then they have a planet plugged into them. They don't fit into the bureau's E-SSS scale except while they're very young and their bodies can't handle the majority of their power without spontaneously combusting. There is a completely different balancing of the scales here, not quite towards full-blown manga power levels but definitely leaning that way. Because it's more interesting when the villains are actually threats, and not a bunch of chumps who can be taken down by the protag's completely mundane sister.

That's because the rest of your post is irrelevant power-wanking. Planet-killing mages do not exist in Nanoha, unless ViVid has gone full retard with the Saint King while I haven't been reading it. There are only planet-killing Lost Logia that plug themselves into mages for an episode or two and then die off and take the lion's share of their power with them. Precia couldn't be a planet-buster even if SS-ranks did do that sort of thing unaided because she's had magical cancer since long before the start of the first season. She might be able to get a handful of spells off before she keels over dead.

Our best estimates for what SS-rank mages are capable of come from post-A's Hayate, and she has at best blown up a few city blocks, frozen an airport (probably a few square miles of turf), and conjured a glacier if you count Force as canon (which I don't). Best possible estimates say SS-rankers are city-busters, which is about on par with manga Kunzite.

When did I say anything about White Devil of the Moon? When did I mention the other senshi? When did I say anything about Nanoha's sister? I only ever mentioned Precia. Don't put words into my mouth, asshole.
