anyway my suggestion is The Doctor.

who ever the scout is in this scenario would have been taken in by the 1st Doctor and Susan and would have been with him through almost all his adventures and regenerations. would bring a bit of drama seeing as she would have witnessed countless deaths and your grandfather/father figure Die over and over again. and it would have given the scout a much broader knowledge of the universe.

you can place them in series as the Doctor drops her off while he took off for the Time War. confronting the scout in his 11th incarnation for the first time since he left and explain what has happened.
while she also explains her situation as a sailor scout.
