I believe its a Assassin's Creed!Yuki, or some other character that looks like her. The Assassin is denoted by his white hooded garment with his/her crimson sash with it's hanging end, but most noticeably the missing ring finger of his left hand, which was removed for the installation of a hidden dagger mechanism.

Indeed. I've been impressed since the black-and-white proto-animation version. The coloring turned out especially well, and it looks like they fine-tuned the animation a bit more, to boot.

(1) What's being referred to here is the regulation on the length of school uniform skirts.

Now I find myself wondering whether it means 3cm above the knee, or within 3cm of a specific length. Given how short the skirts are in many anime and manga, one might be inclined to think it means 3cm below the panties.
