Clementine

Clementine, a French cartoon where purity meets and beats corruption. A girl has a guardian angel and a demon who is lusting after her. To top it off, she is also crippled due to the accident.

And that little thing he's holding in the picture, that's the protagonist. Just thought I'd introduce you all to forgotten memory from my childhood. ;)

I know I've seen a handful of episodes of this before, but couldn't tell you exactly when or where it was. As I recall it was a block of episodes that ran back to back for about two hours or so and I wasn't normally home when it was on.

Fairly sure it was some time in the late 80s or very early 90s and probably on an obscure channel and/or daytime time slot. I think maybe I saw it when I was home from school sick a few times or something like that. I vaguely recall the crippled protagonist being in a wheelchair due to an airplane accident.

The animation work was done in Japan, and I remember something about a talking cat that could fly and there were traditional fairy tail characters in some episodes. There was also a woman who traveled around in a bubble Glenda style with purple and pink hair.

It was seriously weird and poorly dubbed. Possibly even fan dubbed or the rights were cheaply bought by some local station to air during the day that did the voicework themselves. Fairly sure the dubs were accurate, just amateurish in quality. One of the reasons I think that is due to the fact that the theme song was still in French and there was a brief segment in the opening that featured a topless dark skinned teenage female character who seemed to be North or South American Native. Didn't see that episode, but she wasn't edited from the opening and the rest of the show featured English voice work.
