If that's not enough, and he has to get serious, he'll pull out Ea and Enuma Elish the lot of 'em. There's not much an army of humans, magic-users or not, can do against an energy wave that shreds space and time in its area of effect.

Honestly, I think if it weren't for Kiritsugu's Master-killing strategy, Kotomine would certainly have won the Fourth Heaven's Feel thanks to Gil.

Kiritsugu might have won if he fought straight up as well. Remember that he did have Avalon to give to Saber if it became truly necessary. And if he was fighting differently from the start he might have given it to her as soon as she was summoned. If a weaker Saber could beat Gil, at full power with Avalon she would have pwned him even though he is more powerful.

The problem there, as I see it, is that Avalon completely seperates the user from reality. Nothing from outside gets in, but the user can't attack while it's on, either. It does consume mana to use, though, so Saber can't keep it up forever. Gil, on the other hand, can spam Gates of Babylon or Ea due to his immense power.

This isn't helped by the fact that, IIRC, Kiritsugu wasn't a very powerful magus and didn't have much mana to spare for Saber. Couple this with the fact that he was a mage-killer (again, IIRC) with experience, and him taking a Master-killing strategy while keeping Avalon's regeneration for himself is the best option around.
