Setting,
Dresden has been framed by Mab (after completing his 3rd Favour to her and again refusing for the ultimate time her offer to become Knight of Winter) and who casts a dark curse on Dresden (she fears that he will free his faery godmother and help her in a bid for Mab's Throne)
-The nature of the last favour to Mab is to be left unsaid and up to the writer in question as a back up/plot hole device. Whatever it is, this favour is to shadow a lot of things or nothing really. One condition of the favour is the Dresden forgets what the favour was.
1.It is implied that the favour was something mundane but for some reason or other Dresden is not allowed to remember it.
2.Unless writer comes up with alternative idea, for the purposes of this post, the favour in question that Mab had Dresden do was something to empower Winter over Summer very greatly, leading to early snows and rains coming to various parts of the country, among....other things...(yes its serious) Though Dresden does not realize what he has done.
-The Curse that Mab casts imbues Dresden with a measure of Mab's power but without the Fae rituals, the power corrodes his control. (Dresden gets to use Ice and manipulate water into ice and vice versa, though he does not have a great deal of control over this. He is unable to change water/ice into vapour, not can he control ice on a large scale.
The more he uses this skill, the greater the Curse wreaks havoc on his normal magic control; throwing his focus to the wind.
1- The nature of the Curse is that Dresden becomes....cold (he doesn't notice not it at first, eg: standing in the snow or in deep cold water: he does register any difference) Though other characters who touch him will. However, should he not cast any Ice Magic for long, he feels...a burning /desire to do so. Kind of like a reverse hunger
1.1 - the more he casts Fae Ice Magic, the more his control goes whacky. The longer he doesn't cast said magic, the more it claws at his mind and he feels really really cold (as in drowning in ice water, only to be pulled up and have the wet clothes on him still freezing)
1.2 - after 6 days, the curse that Mab put on him will fade. (or conditions set otherwise by writer)
-This tricks the Summer Fae into believing that Dresden accepted the Offer to become Knight of Winter.
Rumours are running amok that the Black Council is one the move and have actually summoned two Outsiders (for fun make it Voldemort or some random baddie) with plans on summoning a third one.
The Black Council wishes to wage war with the Dragons, particularly Lord Ferrofax for a magical artifact / source of magic that would make them able to affect the seasons like the Summer and Winter Fae but in a much quicker scale.
Ancient Mai is somehow linked to this somewhere and is suspected of being Black Council. Dragons left and right attack her. She responds with lethal intent. Dresden just happens to be talking to her privately (trying to bargain for her vote to save him)
Have the Dragons who attack Ancient Mai reveal that she is something of an outcast among her kind for not doing something and in fact breaking away from tradition.
The Gray Council is acting odd and want very much to tie Dresden up and talk to him about "business"
McCoy is MIA. after a battle involving Dragons, White Council Wardens. and over 50 warlocks along with a weakened Outsider (he interrupted a summoning)
The Swords of the Cross Dresden keeps in his home are missing and an Archangel appears to him to take away his SoulFire and HellFire abilities because apparently that morning,
Dresden destroyed them for some purpose in a dark ritual with the Outsiders. using the blood of innocent children in a church. In fact, it seems like Dresden along with the Outsiders assaulted Vatican City in a display of Dark Magic that has the everyone scrambling. From what the Archangel reveals, Dresden has killed the Pope and the 3rd Knight of the Cross.
Only problem is...
That morning Dresden was halfway around the world being interrogated about odd black magic. (yes the Merlin and others want Dresden's head once more and the Doom of Damocles is ever present)
With both the White, Black and Grey Council's after his head, Summer Fae along with the Outsiders who pop up at various points ranting at him to furfill his promise, Dresden has no where to go and on his last feet.

1. Mab is in collusion with the Outsiders (3 of them)
2. As Dresden leaves the hotel where he was staying at that morning he stops at a newstand to get the paper at the local kiosk, he sees the television screen showing a newsflash of an attack on the vatican but turns away before he hears the full story as he is summoned on Council Business (the nature of which he doesn't know yet)
Consideration
1. The nature of how the Archangel takes Dresden's powers is up to debate/imagine. As is
2.The Vampire Courts are all hot and bothered over something and are secretly moving behind the scenes to get Dresden's Blood (as in every last drop) or his Heart, still beating as it is pulled from his chest during some sufficiently gory ritual.
3. The previously untouched Jade Court (asian vampires) can be used to facilitate a prophecy tool ? Maybe Dresden will play a pivotal role in the fall or rise of vampire fortunes in the near future. A few factions want him dead, the others want to turn him into one. Make it up somehow. o.o

- Have a really hot female vampire out to "convert" Dresden ?
