I am going to provide a link to a podcast in which a few fantasy authors do some world building and then tell the audience to take what they've crafted and turn it into story.
I encourage you to take them up on this challenge.

Edit: You know, the more I think about this idea the more frightening it becomes. Can you imagine the chaos if you randomly gave 5% of the worlds current population (evenly distributed across the globe) the power to force mutation on people, even if they only had a limited supply of power....
