What model PSP do you need for something like that? Mine is so old it doesn't even have the option to play flash.

I doubt that playing a downloaded game from PSN is all that much different from the way a demo off of PSN works, and if so, I've managed to do it on my launch PSP, so age shouldn't be an issue there.

...No, look again. It's still there. Make sure you're on the U.S. PSN. Should be under Exclusives.

Not surprising. The Playstation website sucks and is almost never very accurate in terms of what's actually on the PSN.
