Ruki, for sure, with...hm...Juri for second place. They both get their places for their character arcs and growth--I love Hikari and she my third places, but she was kind of, well, perfect to begin with. Despite having two seasons, I...don't think she ever really grew or changed as a character, except a bit in the Dark Ocean episode--which was never brought up again for production reasons.
