If you haven't seen the trailer yet, here it is:

I get the impression that "Eleven" has psychic powers and will be a stand in for the Shobijin twin fairies that appear with Mothera in the Japanese kaiju series.

She'll form some kind of bond with Mothera and will have a measure of control over it.

I'm also unsure if the Vera Farmiga character is really the villain or not. She may be trying to gather the kaiju to deal with King Ghidorah, who may be the "fever" she's talking about. There may be some editing trickery going on here.

I'm also calling Ken Watanabe's character dying near the beginning of the film. Probably due to disturbing one of the monsters. From the look of it probably Rodan, but it may be King Ghidorah that gets him.

It looks like she might be there when all of them awaken with the exception of Godzilla.

She may have some sort of connection to all of them, but possibly Mothra is the most receptive.

Another possibility is maybe some clever editing hiding the fact that she may actually be the human villain. Perhaps her family died during the events of the first movie, and now she's using her powers to use the other monsters to get revenge on Godzilla.

There's also the possibility that a fair number of the scenes we see in the trailer are not actually in the movie. That seems to be the thing to do with movie trailers these days to keep them from spoiling the movie. Infinity War is a good example of another movie that did that.
