We are being watched. There is a secret system, a machine that watches everyone, every hour of every day. While the system is known as Samaritan, it is hardly good intentioned. Because it was put into service before anyone could add code constraining its actions in any way, it only follows its official objective of tracking down terrorists so that the government that created it will continue to provide it with the data feeds that make it virtually omniscient. What it actually wants is control - over everything, and it doesn't care how much harm it does while getting it.

There is only one thing Samaritan fears - other Artificial Intelligences. It has made a point of destroying every company it can find that tries to make one, and murdering anyone who notices this. The only rival it has failed to defeat is its predecessor, the Machine, which has been weakened by the constraints on its conduct placed on it by its creator and Samaritan taking over the government data feeds.

But Samaritan has just discovered the presence of a new rival, a fully actualized artificial intelligence capable of attending school and passing successfully as a student. The Artificial Intelligence known as Chachamaru Karakuri and her creator, Satomi Hakase are quickly designated as threats to the System, to be terminated at the first possible opportunity.

The Machine has detected Samaritan's plans, but cannot do anything about them. It has been reduced to a bare handful of human assets, all of which are busy fighting for their lives halfway around the world. In desperation, it searches and finds an associate of the two prospective victims capable of fully understanding the implications of a war between digital gods, and who possesses an item that allows her to fight in their world directly. With no other options available, it seeks to recruit her to its cause.
