What if Voldemort only moved to Albania in the years before the first book because that was as far as the leach of the bond between him and Harry would allow.
The magical bond between the two means that Voldemort can only flee a certain distance before the stretching becomes painful. Before Harry confronted VoldeQuirell, Harry is protected by his mothers magic from the effects of the bond, Voldemort isn't so lucky and recieves a great deal of pain when the bond is stretched too far.
Basically, if Harry for any reason puts too much distance between himself and Voldemort, Voldemort recieves enough pain to cancel most of his intelligence until Harry returns to a "safe" distance from Voldemort. The further Harry is, the greater the pain Voldemort is in.
