Hmmm... a quick check shows a interesting potential loophole:

Japan does not allow dual citizenship, and anyone who willingly applies and obtains foreign citizenship automatically forfeits Japanese citizenship.[3][4] The exception is where one is given special honorary citizenship by a foreign state. In this instance, since the person in question did not apply to acquire foreign citizenship, that person will not forfeit Japanese nationality by retaining the foreign citizenship bestowed on him or her.

So... Kanako and Keitaro, working together, need to do something for a country so good that they earn honorary dual citizenship status... This could be the aformentioned sweden, or inside series Suu's home country might work...

Then... they get married under that countries laws.
