If anything, no one really understood how they worked in the first place. They weren't even considered thinking, rational beings that had names until Naruto learned of these things. Again, the top brass may suspect Uchiha involvement, as it's only one of their own that was ever able to control the ninetails, but everyone else, they're like, "Fuck man! This demon just pops up in the middle of the damn village and killed Mizuro-chan!" And depending on the extent of damage to the place of delivery, foul play isn't going to be readily obvious without something hard to prove the case. Worse, Minato didn't tell anyone what was going on, when you'd think he could have fired off a quick one-liner to Sarutobi who was standing right bloody there when he knew he wasn't going to make it. "Madara's back" or something.

Tweaked most of the Sage's tools in a way that hopefully doesn't break them:

The Banana Palm Fan can create any elemental chakra nature as before.

The Amber Purifying Pot is capable of sealing anything and everything once it is sucked into its bottomless depths. Even the Tailed Beasts can be drawn into it if caught within its pull, something the Sage knew was possible but hoped would never need to be used. The danger is that even the ones trying to use it could be caught as well and doom themselves.

The Seven Star Sword cuts the spirit rather than the flesh. It leaves no visible wounds but the victim can still feel the pain of its cuts long after they have been injured. It is a weapon that punishes without the threat of death.

The Golden Canopy Rope can extend itself to wrap around a target and entrap them in an inescapable binding, preventing them from exerting their strength to escape by themselves.

The Crimson Gourd absorbs the chakra of the user to create a liquid able to heal the sick, injured or dying when drank. The amount of liquid produced is disproportionate to chakra used but the effects are miraculous and it never loses it effect. This one wouldn't appear with the Gold and Silver Brothers since it'd be redundant for them during the war.

It's shame these five didn't belong to each of the Great Five. Then again, I'd rather the Treasured Tools covered the Kusanagi Blade, Yata Mirror and Totsuka Blade too. As well as the Yasaka Magatama which really should be a third spiritual tool instead of a jutsu; it could have been explaind as Itachi never needing it against Sasuke so it wasn't revealed until the war.

I actually do kind of like the idea that the Sage's tools have synergy and can be comboed together for a powerful effect. I just think it's stupid that that's the only way most of them can be used, and thus that most of them are useless on their own.

I think it would be cool if all the tools had their own awesome abilities just like you just came up with, but also had a similar effect to their canon use when used together. For example:

The Golden Canopy Rope can extend to wrap around the target in an inescapable binding, but it also squeezes out their soul word while binding them.

The Seven Star Sword that cuts the spirit can be used to torture the bound victim without the threat of death, but it can also be used to sever the victim's exposed soul word. (A logical application of it's ability to cut the spirit, no?)

The Amber Purifying Pot is capable of sealing anything and everything once sucked into it's bottomless depths, but is equally dangerous to it's wielder as well as the target. However, there is a method to safely use the Pot - if the Seven Star Sword is used to cut the victim's soul word and the victim speaks that word or remains silent for too long, the sword will capture their soul and direct the victim into the Amber Purifying Pot at no risk to the wielder.

For the Crimson Gourd I would just use the same power you came up with, to generate a miracle liquid that can heal any injury or sickness. Because having two tools that seal people away is kind of redundant, and the Amber Purifying Pot was clearly the superior one since it didn't require two other tools and a convoluted setup to utilize. However I would add that the amount of chakra required to generate the liquid is absolutely immense, to the point that even a Kage or jinchuuriki would need to sacrifice their life to generate enough to save one person in a single usage, or twenty elite ninja would have to take turns exhausting themselves into a near coma to accomplish the same feat. Only the Sage himself had enough chakra to use he Gourd freely.

And of course the Banana Palm Fan stays the same since it was already pretty good. Maybe I would add that an average ninja using the Fan could only generate the Five basic elements, but a skilled enough user could also mold Yin or Yang chakra or even create advanced nature transformations that normally require bloodlines.

Since I already mentioned it here and elsewhere...

Instead of somehow being an inherent jutsu of the Susanoo, the Yasaka Magatama is one of the three Imperial Treasures that have existed for almost all long as the Treasured Tools. Like its brethren, it is a spiritual tool instead of a physical tool. It can create a single magatama or a set of magatama bound together that are formed from chakra and can be thrown like shuriken, resulting in a powerful collision upon impact.

It is the ultimate projectile that has as much ammunition as the user has chakra and, also like its brethren, is most powerful when in hands of the Susanoo. By the end of his life, Itachi had managed to find all three Imperial Treasures.

And some completely unrelated tweaks:

1. Karin fights just like an Uzumaki from the very beginning. She wields the Adamantine Sealing Chains, making her a combat-capable member of the team and the reason she could be left in charge of one of Orochimaru's hideouts. She may also well versed in fuuinjutsu and juinjutsu that she could use in combat; sealing away incoming jutsu, restraining opponent by tagging them, booby-trapping the battlefield etc.

She still wouldn't quite be a frontline fighter since she'd likely keep a distance between her and her enemies but she wouldn't be a complete support character like canon. It could serve as a constrast to Sakura who has a support role but fights hand-to-hand. She could even be a key figure in bringing down Killer B by trying to restrain his Jinchuuriki powers and then his Tailed Beast Transformation instead of just being a damsel.

Of course, Kushina later shows us what a Uzumaki can really do when she successfuly restrains Kurama and sets up an unbreakable barrier at the same time while dying from extraction after childbirth.

2. Karui is a member of the Fourth Division of the Allied Shinobi Forces, the same division as Chouji. Shehe can't help but look down on Konoha shinobi and Chouji feels like the loser of the group, especially when he starts fighting Asuma and pussies out. But his turnaround when he crushes Asuma and then goes toe-to-toe with the Heretical Statue causes a rapid change in opinion then and there. Thus providing at least some set up for their marriage that popped up out of nowhere.

3. When Orochimaru revives the four Hokages, he brings back Hiruzen in the prime of his life instead of as an old man like Kabuto did for Madara. So he's finally able to show off his real capabilities once he steps onto the battlefield. One such instance is that he counters the Tobi's five element jutsu by using the superior element against each one instead of just countering with the same element, overwhelming it and damaging the statue itself.

Edit: I suppose my idea for Tsunade against Pain would qualify as a tweak, wouldn't it? She fights the Six Paths of Pain, Naruto and Fukasaku are summoned by Shima, Tsunade protects them and everyone else when Pain goes nuclear then falls into coma, the rest of the big toads are summoned and Naruto goes to town.

Greater Jutsu

In further proof that I have far too much time on my hands, there's now a list of mentioned tweaks in the OP. ¯\_(ツ)_/¯

Anyway, no jutsu that are literally nothing more than a more powerful version of the jutsu. Like the (Multiple) Shadow Clone Jutsu, (Many) Hidden Shadow Snake Hands, (Great) Sickle Weasel Jutsu and (Ultra) Added/Light Weight Rock Jutsu and several others.

Temari being good enough at the Sickle Weasel Jutsu that she can remove a samurai's armour without injury as well as (try to) tear Sasuke a new one seems a lot more impressive to me than using two versions of the one jutsu. That way it's more like the individual is making their jutsu more powerful instead of just using a more powerful jutsu.

Maybe that's basically how it is and they're just tacking on an extra word to emphasise that but it creates the wrong impression for me. It feels redundant when they're basically the same thing anyway.

Kakashi doesn't become Hokage. Tsunade remains Hokage until she passes on the mantle to Naruto as the Sixth.

When Kisame realised the Fourth Raikage was coming at top speed after his powerful chakra and jutsu were sensed, he switched himself with Zetsu and hid inside Samehada. The sword pretended to betray 'Kisame' as a part of the plot. After his 'death', Samehada joined B and snuck the real Kisame into his village. So Samehada doesn't conveniently betray him at the last minute.

Found an alternative to the Great Snake Escape on reddit:

Deidara begins yelling of art and all that shit. Sasuke's sharingan turns off from chakra exhaustion. Stamina gets the best of him. He passes out as Deidara laughs himself to the grave. Everything cuts to black. Sasuke wakes up to Hebi shaking him. He asks where he is, and he's in some random ditch a la what really happened. Suigetsu says there was some big explosion, and he stumbled on Sasuke on the way to it. Karin sensed his location disappear and reappear at that spot. Jugo found him through the birds. He wonders how he managed to survive, but moves onto more important manners of healing. Story goes on as planned.

Itachi dies, Tobi ties him up for story time. Tobi introduces himself, stating how Sasuke should be thanking him for letting Sasuke live to exact revenge. Turns out, Tobi was the one who saved Sasuke via teleportation. The reasoning, he needed Sasuke to live to kill Itachi so he could manipulate him for his cause, as we know he does with the story time that follows.

Wow. Now all I can wonder is why the hell didn't Kishimoto use this idea? Obito would have been a way better solution than a convoluted sequence of "Orochimaru gives Sasuke chakra, he reactivates his Sharingan, he summons a snake, hypnotises it, climbs inside it's mouth, and then unsummons, all seemingly in the span of a couple seconds at most."

Try not to think of it as A, B, C, D and more like A(X+Y+Z)B. Really, the only thing Sasuke needed was to get Manda down there to shield him from the blast. Of course, Manda isn't going to just sit around and eat a NGE explosion, so he had to work fast. Since Orochimaru was customizing Sasuke's body for his own use when he bodyjacked him, Sasuke likely recovered chakra at a faster rate, particularly with the Sharingan off. Depending on that recovery rate, Sasuke may not had to borrow any chakra to do anything (and even if he did, in wouldn't be directly from Orochimaru himself, since that part means bad bad news -- he would likely take some from the buffer sealing away Oro). And the chakra gathering could have been done the moment Deidara started to go nuclear.

So, that leaves summoning Manda, hypnotizing him into opening his mouth enough for him to Body Flicker into it (you didn't think he physically crawled into the mouth of a giant snake, did you? Think like a ninja!) and ride out the storm. Because, really, Sasuke doesn't have to unsummon anything, and based on the scroll he left with Suigetsu, I highly doubt he has the ability (seems like only a summon can unsummon itself), and Manda would be too fucked up to do it, either. Meanwhile Karin wouldn't be able to sense Sasuke's chakra because a) he's running on fumes for real now, and b) he's inside the mouth of a giant snake, which means she probably wouldn't be able to sense a faint him over a giant noise like Manda, no matter how good she is.

That reduces a lot of time he didn't have. Even more if he can cheat-summon Manda like Orochimaru and the tattoo on his arm. That just leaves Sharingan-nosis, which, for anything else, I would say that's going to be a hard sell. Except for one (dis)advantage Manda, and pretty much all his brethren has compared to any other animal summons we've seen. You know what that is?

Snakes don't have eyelids, so Sasuke could, and likely did, have Sharingan on already and hitting Manda right in the eyeballs where he would appear without him ever knowing what happened and with a 100% success rate. No fucking around, no listening to his bullshit about demanding sacrifices, or what have you. Just a simple zip-WHAMMY-zipzip, and it's done. Best of all, Sasuke doesn't have to say anything -- he controls Manda and just have to think what he wants. And the easiest thing to manipulate would be functions someone would normally use anyway like flicking the tongue. After all. he just needs a small opening to Flicker through, and given the explosion right upon them, it's all he could afford. After he's safe inside, just ride the hit because Sasuke don't give a fuck about snakes, anyway. It's then Suigetsu's job to summon the snake from wherever the beast was flung due to the explosion.

So, yeah, it's actually a lot simpler when you consider the goal is just as simple. I think readers tend to complicate things and don't stop to think outside the box because not everything is going to be spood fed to us -- we still have no idea just where did Sasuke get the Hawk summon, and Masashi further declined to tell us by having Tobi lampshade its usage for us.

Would it have been better if Naruto had completed the Rasenshuriken during the Akatsuki Suppression Mission or was waiting for Pain's Assault alright?

I was just remembering how a lot of people took issue with the difference between Naruto and Sasuke's S-rank jutsu since his was incomplete, unstable and made forbidden. If the scenario was something like, Naruto fails to use the incomplete version against Kakuzu at first but then (in a parallel to his fight with Kabuto) finds the will to go that extra step and unexpectedly throws the Rasen Shuriken to land the killing blow.

It gives him a long range option earlier, sidesteps the practically irrelevant drawbacks and we aren't stuck with another big Rasengan for a couple more arcs. Using it in Sage Mode would be less dramatically but perhaps using it with senjutsu chakra gives him extra tricks like that remote detonation and controlling its flight path.
 
Doesn't he lack the control to throw it without Sage Mode though? Unless you're saying this increase in control would be the an extra step of him mastering Sage Mode so quickly...

Well, the point of the tweak is if there should be no need for Sage Mode at all just to throw it. In which case, completing the Rasenshuriken wouldn't require the advanced control, the strength of senjutsu chakra or the manipulation of natural energy (isn't exactly clear which is the main factor, if not all) that Sage Mode gives him in the first place.

I think it was all right for it to be completed in the Pain Assault arc, just because Naruto had only just figured out how to look left and right at the same time to create the technique. That's a major milestone he achieved. Learning how to throw the thing is another, as we have never seen Naruto be able to release a regular Rasengan before. As hero, one doesn't want to achieve too many milestones, or else we enter boring invincible hero territory and people start becoming less involved with the hero's plight.

Just fiddling with the skills of certain characters:

Muu invented the Hiding in Camouflage Jutsu to become the Non-Person. He passed on its secret after he death though only some Iwa-nin have been able to learn it after his death and none have been his equal.

Darui's a prodigy who invented the Black Lightning, known as Takemikazuchi, before he even reached adulthood and uses it as his main attack. C is the one who uses Storm Release at Kage Summit.

Dodai belongs to one of Kumo's ninja clan who specialize in a rubber style ninjutsu.

Kurotsuchi and Mei use Lava Release just like Roushi's rather than quicklime or acidic mud. Kurotsuchi uses Earth Release: Cement Congealing Jutsu to capture Kabuto as she's got the same skill for Earth Release as her father on top of her Lava Release.

Alternatively, Mei doesn't have Lava Release and uses Boil Release to create acidic vapour and liquids. [Edit: If she's still got two bloodlines, Scorch Release would be the best alternative.]

Han doesn't have Boil Release or use steam ninjutsu, just a unique ability granted by his Tailed Beast to enhance his body which releases chakra in a vaporous state as byproduct.

Choujurou is the one who can wield all seven swords instead of Mangetsu and he's armed with a scroll containing the five still in Kiri (the Ninja Swordsmen can get replicas via Edo Tensei or whatever).

Kurotsuchi uses more precisely quicklime and ashes (Boruto movie). And quicklime is made by heating lime with some limestone originating from volcanic ashes. Which themselves are very little bits of (relatively) cooled lava ejected through the air. There is a direct line of casuality between lava and quicklime (and ashes) contrarly to acidic mud (put under the term lava release because of mud volcans) and vulcanised rubber .

A couple of interesting ideas I've encountered recently:

There is no such as an elemental kekkei genkai. The ability to create and combine multiple chakra natures simultaneously is an incredibly advanced skill in ninjutsu rather than an ability dependent on their genetics. They must first master the nature transformation for both chakra natures - and it normally takes years to master even one - and then learn to create both chakra natures at the exact same time to fuse them into a new chakra nature. The only kekkei genkai in the series would be doujutsu and body-based ones like Shikotsumyaku.

Wood Release is the simultaneous activation of Earth, Water, Wind, Fire and Lightning chakra natures. This combination is what gives one's chakra the ability to become a source of life which can grows trees and plants. More advanced than kekkei genkai and kekkei tota, Senju Hashirama is the only person is history to have possessed a body capable of creating this chakra nature.

Or a combination of the two ideas where Wood Release is a combination of the five main chakra natures, making it the most difficult ninja art ever, and only Hashirama had the talent, skill and ethics to create it.

Straight talk: I would have had Might Guy outright kill Madara with his Eight Gates release techniques.

It would have been an infinitely better way to off Madara than to get swallowed up by Kaguy
