To Heaven and Hell, Shinigami are considered to be one of their finest collaborations to date.

Neither heaven nor hell predicted that human spirits would become hollows. At first, the equivalent of the valkyries were sent in to deal with the situation. But, as Hollow numbers grew and they learned how to convert plus spirits, heaven and hell decided to create a counter force.

Originally born from the soul of a rather skilled mortal warrior. He was taught by heaven and hell in how to fight using a sword and hand-to-hand.

Heavens gift was the zanpakto. A cleansing blade that didn't destroy the hollow but cleansed it. It also allowed shinigami to send spirits on to Soul Society.

Hell gave modified spells that could be used by the shinigami, later called kidou in honor of who gave it.

The plane that would later be called Soul Society was given as a base of operations for them and as a rest stop for souls before reincarnation.

Now after the first few low powered hollow kills, the first shinigami realized that a few of the new souls inhabiting soul society have the potential to become shinigami like himself. Thus, the tradition that was unbroken for millenium of apprenticeship began.

Now with the Arrancar situation and Aizen's goals are beginning to worry both Heaven and Hell who have been monitoring the situation. If worse comes to worse, they will send the big guns into Aizen's headquarters. They are cautious of the Vizards also, but the vizards only saving grace is that they tend to stay to themselves.

Hell, your explanation makes for a good way to explain the existance of these abilities.

But just to make it a bit better, maybe hell was making hollows intentionally, but it got away from them, and they needed to team up with heaven to restore the balance?

na.. hell has demons and such so why would they need Hollows. The death gods we
evil or courrupt human souls that could enter neither heaven nor hell. Hollows are created by souls that stay too long on earth so they are the result of too many neutral souls or overflow from heaven and hell. Soul society is the mirror of earth just for spirits.
whereas Hollow world exist between the gates of heaven and hell. As hollows they can pass on but they are too corrupt to enter either gate. so soul society is a chance to be cleansed and either reincarn or pass through a gate.

You notice how they never show a cleansed hollow in soul society. I wonder what happens to them like dead Arrancars do they go to soul society?

You didn't read the idea at all. The answer is staring at you.

What do you call a cleansed hollow...a plus. Or a resident in hell (literally, some very large gates show up and trap those human souls that were evil in their own lives). Anyways, I left an irony in my idea as to the shinigami that answers this question.

As for what makes up the residents of Soul Society, think about it. What is one of Soul Societies jobs. If you need help, watch the first episode again. The irony I stated above is the other way that Soul Society is populated.

So, it seems like you're saying while they can't affect who goes to hell, anyone who's cleansed, but doesn't go to hell goes to Soul Society instead of heaven. Even the, it seems like it takes quite a lot for a cleansed soul to go to hell. So basically, Yamamato set up a situation that by doing what heaven and hell wants him to do he steals from them. Soul Society gets its population by stealing souls.
