After Shinji turns ten, he starts seeing a translucent girl his own age, with blue hair, and red eyes. The girl eventually introduces herself as Rei, and says that she was murdered by an old hag. The two of them become friends, as Shinji is the only one who can easily see her, and he feels sorry for her. She can, with some effort, produce various minor effects, like sounds, lights, and weak PK, so Shinji knows that he's not hallucinating.

Eventually, Shinji is called to Tokyo 3, and on the journey, Rei tells him about the place he's going to, and the most likely reason his father asked for him. When they arrive, they discover something new about Rei: its not that Shinji is the only one who can easily see her, its that only people with a strong connection to Rei can easily see her. Shinji is a blood relative, Rei is Rei, while Misato, Ritsuko, and Gendo work with Rei II a lot, and in Gendo's case, knew Rei I before her death. Not sure if Rei II's classmates can see Rei I, as Rei doesn't exactly interact with them, all that much. Likewise, not sure how long it'll take for Asuka to be able to spot her.

The thing that really bugs them is, ghost-Rei (whom Gendo explains as Rei's twin sister - "Their parents were lacking in imagination, when it comes to names.") doesn't read as an Angel, nor does she read as anything, really, other than a cold spot, and occasionally a shadow, or some lights and/or sounds.

What Rei I is, is up to the writer. I suggest that either all the Reis have separate souls, or Rei I is an unconscious projection from Rei II, like the image of her that Shinji sees in the first episode, but much more persistent.

Optionally, Shinji can see and otherwise interact with other ghosts, due to spending four years with ghost-Rei as his only friend. This may make synchronizing with the Eva, or being near the Magi, more interesting.

I get the impression that this could completely destroy the scenario. . . I wonder just how many people Seele has killed who have dirt on them?

Later on Shinji would have 2 ghost Rei's...

It'd be funnier if Rei I was solid and just apered one day and proceded to make little Shinji's life a living hell with her Snarking and simple assholely-ness, basicly acting like the unholy lovechild of Guu and Kokonoe.

Shinji's sensei adopts her because she looks so cute and innocent and she and Shinji seem to get along (he had tears of joy when he said she could stay). Shinji would run to Tokyo 3 the moment he got the letter, only to find out he had a tagalong right before he got there. When they get to the Geofront no one notices she looks like Rei II, or she tosses an idiot ball at anyone who does. He'd either be terrified of Rei II or in love with her when he finds out she's nothing like Rei I.

Would it be more creepy if Rei I remained at the age she died at, but mentally at around the same age as Shinji? As a ghost, only those with strong ties can see her (i.e. Ritsuko, Gendo, Fuyutsuki), but she may choose to ignore them, leading them to thinking they might be hallucinating.

Ironically, Shinji knows how to navigate the maze that is Nerv better than Misato only because he has someone holding his hand to lead him the way, haha.

Whatever age Rei I is, how would she respond to meeting Rei II?

That was pretty much my intention.

Plausible, though that wasn't my intention, as I wanted them to be freaked out by encountering a real ghost. The author could go that route, though.

Not sure. Its a good question, though, as is the question of how Rei II would respond to meeting Rei I.

It'd lead to multiple Insanity rolls a'la Call of Cthulu. . . only such wouldn't be obvious until the end of the story when Rei mergs with Lilith and everyone is at her now non-existant 'mercy.'
