It is a little weird. I gotta wonder, why did he stop aging once he hit his current age? Was it just a subconscious desire to stay 'lilttle Steven', and be treated as the baby of the family forever? Or is it that he just didn't understand that humans age? Did he not want to face the possibility of out-living his dad?

I think most of that is the fact that he was fused with Connie when he'd met Kevin.  Connie isn't as laidback as Steven, even if she's the one who ended up pointing out that their hatred was too much.
