Honestly while I appreciate your intention, this is a really bad way of determining a poll. There's no guarantee that the other 21 people who voted for a variation of 1+B would not have changed their vote to 1 or 2 if the option they voted for was not on the table. It would only take 4 of them deciding they would prefer only 1 admin to the populist version of 1+B for the 1 admin option to have a majority over 1+B.

The vote should really be for 1, 1+B or 2. You can work out the details of the systems after the framework has been decided.

For the record I voted for 2.

Your solution doesn't change anything.

1+B would still win in your scenario, and then go a vote and the same option would end up winning.

I'm personally fond of a 2 admin system where one defers to the other in most/all matters. This has typically worked well in my experience. Being the sole admin on a fairly busy forum such as this can be a very tiring job and is a recipe for burnout unless you enjoy such things - as I can attest to and as I'm sure Shirotsume has found out in his short stint; having a deputy (i.e. someone you can dump all your work on when you get really busy :p) has been a godsend at times for me on the forums which I have administrated.

Unfortunately, there's really no system that both protects the forum against an admin going rogue and also won't be a huge pain in the ass.

I'd support a private mod forum if it will ONLY be used for discussing punishments and similar things which the general membership really doesn't need to see... a public shaming typically doesn't help anything and that would likely be an unpleasant byproduct of a fully-public moderator forum.

I pretty much agree with everything ShotgunWilly said, I'd rather not one admin who burns out and cracks under the workload, he/she will need a backup admin who can jump in if they ever need to take a vacation or something. You better make dang sure your backup admin is trustworthy though.
