The Apollo Inheritance

What Apollo needs to break the status quo is a senate. Surely there's some emergency law that allows a regent to confirm elected representatives, but first there needs to be someone to elect those representatives - annex some of the protectorates directly into the Moon Kingdom, have them elect senators, and have those senators either confirm Usagi as queen or elect Apollo king, at which point he can appoint Usagi as his heir and abdicate whenever she's mature enough to take the throne. The annexed protectorates can then secede and return to the old arrangements whenever they feel like it.

Except, the moment Apollo asks the protectorates for help, the bluff he's been holding for the last 10,000 years fails, and all the vultures move in. And quite a few of them will be enraged beyond belief at having been played for fools for the last 10,000 years.
 
He's not asking them for help. He's offering them a chance to elect some senators and further their positions within the empire. Or just outright deploying some dreadnaughts into orbit over their worlds and telling them "Do as I say!", either works. And he doesn't even have to explain the full situation, he can just say "We need you to elect some people to do something ceremonial for about five minutes", have them do what needs to be done, and then "FIRED!". Out of a cannon, if they know too much.
