To be fair, in some respects, fighting evil is a lot easier than running a government. Lord knows I'd rather fight Necrons in my underwear while weilding a wifle bat than try and un**** the massive mess that is the Imperium of man. I can almost see poor Queen Usagi, stuck on her throne, surrounded by people with opposing political agendas and no morality, being almost thankful when a cosmic horror rears it's head.

Usagi: (paitently listening to a longwinded senator making an impassioned plea for political gain) "Yes it's a grave issue indeed..."

Messenger: (running in) "MY QUEEN! An army of chaos beasts has invaded Titan!"

Usagi: (under her breath) 'Oh thank god...' (out loud as she stands to her feet) "Excuse me, I must attend to the defense of the People." (sweeps from the room a spring in her step)

The ceremonial title might just be a result of pride on several nations part. When Usagi DOES reveal herself she is going to reveal that she has the power to blow up planets...how do you DEAL with somebody like that politically? There are a lot of issues dealing with nukes and suddenly you have a sentient being who is orders of magnitude greater in both destructive and restorative powers. I mean nonminally Usagi is a Japanese citizen. How would other nations react to Japan having a power to literally blow up the planet at will (Usagi never using it and probably somebody laughing in the face if a agent came to ask her to do it not withstanding, on the political arena its probably not going to fly). She might be just made 'protector of the world' or something just as a political trick to make sure she has no citizenship or something. (And yes there probably would be more than a couple of assassination attempts just to remove that level of power from the game or kidnapping attempts by one unethical group or the other to use that power for a single nations benefit)

Also remember that Usagi is IMMORTAL, she can literally become an institution, I mean if my above idea that she was given some fancy title just to make sure she is not under any nations citizenship o alternatively is at least in politicians mind under all of their power (the reality being very different) she might just live long enough that eventually she is just voted leader by default(of something like the UN or something else). I personally see her being a largely ceremonial role with maybe some duties but mostly just well BEING THERE.

And yes I freely admit its been a Long time since I read or watched any Sailor Moon.

I was honestly more curious about how Usagi would deal with the fact that at least three moons, (Hers, Phobos, Deimos,) four asteroids, (Ceres, Juno, Vesta, Pallas) and the other eight planets are now capable of supporting life. Not including the other planets that would have naturally joined her kingdom after she establishes it. Marrying Mamoru has also got her jurisdiction over Elysian as well. Even with delegation that's going to be a struggle.

I can even see some extremists from earth to even try to kill other rulers so Earth can take over their kingdoms.

Now I'm really interested in seeing Princess Kakyuu or another alien ruler visiting earth for the first time after Usagi becomes Queen. I mean seeing their Queen's old war buddies and their reactions to first example of alien life outside the system would be nice to see.
