One of the things that Ichigo can't prevent himself from doing is helping out those in need.
I can imagine Ichigo as a small child watching something like Kamen Rider with his mother and/or father.
Ichigo is driven by a deep seated need to protects influenced by what ultimately happened to his mother.
So, we skip ahead to the aftermath of the Fullbring Arc where Ichigo regains his powers.
He regains his powers and duties as a shinigami, but what about his powers as a human being?
His fullbring:
Ichigo has a clad type fullbring, a type of power the covers his body where he uses a special badge to transform like a special effects metal hero.
Don't you guys see it? The fullbring is the answer to a little boy who always wanted to be a hero who wanted to and failed to protect his mother---one who at one point was able to protect everyone---and one who lost the ability to protect.
So in regaining his powers to deal with shinigami matters, his dormant fullbring can be used to deal with human ones.
What why not have ichigo beat up folks as himself like he has before. Don't get me wrong Ichigo can and will beat the shit out of nameless mooks/goons.
But what the fullbring offers is anonymity. If Ichigo has to intercede to prevent some ugly business---his family will not pay the cost.
Imagine a real life group of elites like superfree for example
<a href='http://en.wikipedia.org/wiki/Super_Free' target='_blank' rel='nofollow'>http://en.wikipedia.org/wiki/Super_Free</a>
A group of elite college students, sons of influential figures (politicians/gangsters) who drug and gangrape young women. They have the connections to avoid arrest and to destroy the reputations of any would be accusers.
Imagine Ichigo altering his fullbring to cover his face with a skull facemask breaking legs/spines
Any thoughts about Ichigo moonlighting as a tokusatsu hero?
