It's a compete AU with Ichigo as a Hollow with a different personality. But it does fulfill your request. There's also that one by the Tatsuki fangirl. But I don't remember one with Chizuru. She rarely appear in any stories.

Whilst it doesn't fill the before-Soul-Society quota, they awaken their powers in <a href='http://www.fanfiction.net/s/3401755/1/Treading_Icy_Waters' target='_blank' rel='nofollow'>Treading Icy Waters</a> though it doesn't occur until the latter half and they're practically background characters.
I'm hoping to write a story like this though so it might pop up in the previews section someday.

Anyone know a one shot set during the full bring arc where the game nerd basically makes it look like Ichigo and Orihime had a relationship upgrade to the reader and or the people watching Ichigo training, and then Ichigo reacts obliviously to it and Orihime smacks him calling him an idiot at the end? It's nagging at me.
In this fic, Ichigo ends up in SS after his death. The story begins with the mod soul pill he uses being crushed under a steam roller. I think at that point it was Ikkaku and Renji that brought him there.
They hide him by enrolling Ichigo into the academy and seal majority of his powers by handing him one of Kenpachi's spare eye-patches. Turns to details on the winter war were sealed and Yamamoto is going senile. Ichigo is known as The Renegade and the story of what happened spread through novels that one of the captains that is supposedly hunting Ichigo.
One more thing of note: Orihime apparently died. Tatsuki and Chad ended up in SOul Society. They both hate Ichigo. (or rather Chad no longer considers him worthy of following into hell and has gotten stronger in order to make his disappointment known). Tatsuki does hate him however.
Last detail I think I remember. Yuzu and Karin are also there. They achieved Bankai status and challenged Kenpachi to a fight.
It hasn't updated in a while but it was interesting enough to remember.

Main character is Rukia, and its about the time inbetween Ichigo losing his powers and regaining them. It focuses on Rukia in the Gotei 13, the return of Shinji to the 5th Division(one scene I remember is Shinji abruptly showing Rukia his mask, and Rukia's reaction is to say that Ichigo's reiatsu is higher), and Rukia becoming Vice-Captain.
EDIT: NVM. Found it. Edge of Seventeen by hariboo. Was looking on FF.net and couldn't find it cause it was on AO3.

The author's name is SoftRogue, and the story was called Sodium Hypochlorite.
