First, Chakra in Naruto is the mix of physical energy in the bodies cells and spiritual/mental energy produced from the mind through experience and mental exercise. I don't think that it has ever been mentioned in Naruto that the 'dead' cannot produce chakra or it is 100% exclusive to living entities. From what I can tell there is no reason why that balance of power between physical and mental to produce chakra could not be achieved in soul society. In Bleach you die and your body becomes comprised of spirit particles over cells, however the spirit particles the body is comprised of in soul form appear to mimic the functions of the normal physical human body quite well, so it is fairly likely that the same balance of physical and mental energy could be attained while in a spirit form. Spiritual energy or reitsu dwarfs innate physical strength quite easily it seems in Bleach if someone has enough of it, but this doesn't mean physical energy or strength is irrelevant to a soul, you have to possess some amount of reitsu to exist as a soul and function properly, but there no sign that there is no such thing as body or physical strength at all to a soul.
Second no one said that all of the ninja's, in this the ANBU demolition squad, have actually died. We know that there is a unique process through which living people travel to soul society but there is also no reason to think that their life or bodily energies would disappear entirely from that process.
