It's meant to keep balance, and without two adequate powers balancing each other, the system can't work, so Wel?spar simply CAN?T be Bell's doublet anymore. He lacks the power AND he lacks the status.
And Peorth specifically says that if the conditions of a contract aren't met anymore, the contract can become void. So just because he was a demon when he signed it, doesn't mean it stays in effect.

She specifically refers to their ability to use magical power. There's absolutely no proof whatsoever pointing to Angels needing a Goddess to live, while there's proof (Keiichi) that even if their Goddess is disabled, they can easily pass to another, despite them being supposedly 'one heart'. That os because the Angel's will and it's master coincides... that's what ONE HEART means. But they are referred to as TWO BEINGS, meaning each is his own being.
God-less angels probably have nio will of their own, and act on pure instinct... much like the Demon Servant did. It instinctively sought out Keiichi because it felt something it liked from him.
