And basically, in the end, instead of having to get saber to conserve herself so she has enough power to excaliblast the grail, Touma could just touch it instead. Problem solved.

Yep. People often suggest attacking Touma by, for instance, throwing something at him with superstregth - the object is real, so it should get past his Image Breaker. But Touma has on several occations blocked Railgun's railgun, which is just a normal metal coin thrown very fast by Mikoto's electrokinesis, which is basicly the same thing, and he's repeatedly stopped it cold. That's basicly the same thing.

If, at any point, something supernatual was involved, Touma can make it nothing more then a meaningless illusion.

Though it's been stated that, IB has the power to stop 'any' harm to Touma, even a falling building would be stopped.

Though for some reason this power has yet to manifest.

It is not that it still have to manifest. Before Touma went to Academy City his bad luck (that is tied by his power) also affected people near him. Terra was very surprised when he saw that Touma could only use IB on his right hand. By the way he said it he should have at least some degree of control over it (and it was like that his his memory loss was discovered).
