How about a young Alistair Gordon Lethbridge-Stewart (As The Brigadier or not, up to the writer)?

After all, remember that in the 7th Doctor Serial Battlefield, he took on an entity capable of ending the world, armed only with a revolver. I think that any youma or whatever "Tuxedo Brig" faced would be dead before you could say "Five Rounds Rapid!"

Which is probably a good thing.

Heh... most people probably only ever watch or like the newer Doctor Who seasons... Poor Stewart was way back in the 3rd on up.

heh... I always, even to the day, have been amused by the concept he survives Nuclear warheads that have gone off nearby, but had an episode where he dies by getting thrown into a brick wall.
Thus, he should fit in nicely with the scouts. If they don't think him some inhuman monster due to his looks.

As for my own suggestion, the above reminded me of:

Inspector Gadget. He after all in the series proved he could handle kids, always survives (even if by blundering), almost never gets the main bad guy, has little intellegence, and his trenchcoat could double as a cape, and needs the girl to manipulate events in his favor.

Regrettibly, he is not good at speaches, but then... neither is Mask.
