I think he means that he can see Hayate as a harem-lord (she does have a group that might be a harem), but doesn't see her as a sadist or a wiseass. Personally, I could see Fate and/or Nanoha (especially Nanoha) as sadists more easily than I could see Hayate as one. No idea where the 'wiseass' thing comes from.

I could almost see Fate as a masochist to Nanoha's sadist, but given what her mother did to her, it would be unhealthy and disturbing.
