Lee is the second most common Chinese surname so it does make actually make sense that it's his surname rather than his given name. Plus there's the whole Bruce Lee inspiration for his design, and Lee is only common as a given name in the USA anyway. The problem is that the databooks all order every character's names in the Eastern style of [surname] [given name] and they also list Lee's name as "Rock Lee." There are no notes given or any other indication that his name alone is being written in the Western order. That's why it's really weird that we're now being told that Rock is actually his given name and Lee is his clan/surname.
I assume this must be a retcon since it contradicts the databooks. It could be explained in-universe as some kind of clerical mistake but I'm gonna go with family quirk, because that's more interesting. New headcanon:
Every male member of the Lee Clan has the same given name of Lee, going back for generations. To distinguish themselves from each other they have a tradition of giving their sons the most badass surnames they can think of, so that when the kid introduces himself to people he sounds like a professional wrestler. Many people have tried to tell them that that's not how surnames work and that members of the same clan are generally supposed to all have the same surname, but the Lee Clan ignores all such criticism. Konoha clerks have long since given up on trying to correct them and now just write a note on the Clan's family registry explaining their weirdness.
edit: Also now I'm wondering about Might Guy. Does he have the same naming quirk? Is his personal name Might and his family name Guy?
