Nagi is unable to find the Infernus Scholasticus curse for Evangeline, but does find another that's designed to bind powerful vampires. Unfortunately, the curse doesn't work exactly as he plans, and the Dark Evangel, Visitation of Woe, is bound to the Springfield family - exactly what he doesn't want. Eventually, he found a way to transfer the binding to the next member of the bloodline, and so along with his staff, Negi was given a shinso by his father, the night the village was attacked. By that point, though, Eva has been traveling with Nagi for about ten years, IIRC, apart from the times he sends her away on often-pointless 'missions'. So, she isn't necessarily the same vampire brat from canon, even by then. Likewise, a Negi partially raised by Eva and Chachazero isn't going to be exactly like canon Negi.
Eva's powers are bound in much the same way as Alucard's, as levels of restriction can be released under similar circumstances, and she is not required to stay with him at all times, so long as she returns to him. The amount of blood she needs is rather less, and she needs it less often than Alucard, fortunately.
Chachamaru might be born later than in canon, after Negi and Eva arrive at Mahora, or she might exist already by then, due to Negi sending Eva to help Konoemon with something, and Eva interacting with Chao and Satomi.
