Much of the advanced technology we see in 'Naruto' may not really be what it appears to be. Rather than being electronic or gas powered, perhaps it is powered by chakra, using seals.
This seal-based tech is designed and constructed mostly by retired shinobi, or people who washed out of one of the various Ninja Academies, but nonetheless had extensive knowledge of fuuinjutsu (Seal Techniques).
Take the 'radios' used by some gennin teams. The essential component is a pair of thin discs, a 'Master disc' and a 'Slave disc'. Whenever the 'Master' vibrates, the 'Slave', and only that Slave, vibrates in the same way, thus carrying sound. For two-way communication, each person has the other's Slave disc. The typical gennin team communicator has three Master discs near the wearer's throat, and three slave discs, which are connected to the wearer's ear by a hollow, flexible tube. Some Jounin-sensei's prefer to get sets that include and extra seal or set of seals, which, when activated, prevent the Master discs, or one specific disc, from vibrating, thus allowing some privacy, and conversational clarity.
A 'TV' is simply a device that projects a visual illusion confined to its screen, and an auditory illusion confined to a small range around it. In principle, it isn't that different from the Hokage's crystal ball, though obviously much less sophisticated. Likewise the video game consoles, and other seemingly electronic equipment.
The boat engine seen on the Wave mission was produced in Hidden Mist, and uses a Water Element jutsu to propel the craft rather noisily across the sea. It is activated by pulling a rope, which spins a seal. The harder the pull, or the more pulls in rapid succession, the faster the trip, within the limits of the design. Larger boats often have three or more of these engines, mounted not only in the back, but on the sides, as well.
