It was put in the Gigai which transferred it into her soul so that it couldn't be removed except by completely destroying the soul or one really obscure Kido technique.

No, she's the Captain of Squad 2, the Commander-in-Cheif of the Onmitsukido (Special Forces), and the Corps Commander of the Executive Militia (who are a part of the Onmitsukido).

Kidou is just something she's good at. In theory. I don't remember her ever using one.

She has used one in that fight with that fraccion not too long ago, though that was a hado (The three beak one). Which is more than can be said of some people, especially Toshiro given the number of battles he's been in at this point. You'd think with a skill level supposedly around Byakuya that'd be the obvious excuse for his latest opponent not horribly owning him from the getgo.

I'd guess if you have better skills kidou isn't that useful. And Byakuya isn't the best example. He might use it, but only when he finds it to be the most efficient solution.

Don't know man, dude uses the stuff to tip the battle in his favor, though he was dumbed down a bit in his fight with Ichigo granted (Then again, that 6 pillar light thing appears to have some stall time, so maybe not, otherwise it would really be too broken). Against Renji though he used it effectively in a combo that literally destroyed him. Depends on how you use it in the end I suppose, though versitility certainly can come in handy.

I'm saying that he uses low level kidou for a high effect by knowing when it's the best time to do so. He can read those situations much better than he can fight.

True, but my point is he has shown great skill with the stuff, and in turn uses it to great effect in battle. Also the one he used against Renji to destabilize his bankai was pretty high level, though he does seem to mainly focus on Byakurai and the six pillars of light one.
