I just put this up as a challenge at Twisting the Hellmouth but I think I'll take a stab at it too. That means everyone is welcome to offer their own version, but I'm going to make an attempt of my own either way.
Okay we've all seen fics where someone was related to a member of the NCIS crowd, but I've never seen this one, so I thought I would throw it out here. I was watching an old rerun of NCIS, all the way back when Kate was still alive, where Abby mentioned her little brother who wasn't too popular or unpopular back in high school. Now, to my knowledge, they never showed her little brother or mentioned him again. That leaved a lot of room to play with.
Anyone that reads my fics can see where I'm going with this one, namely that Xander is Abby's little brother, or rather her half brother which explains the different last names. I'm thinking he's at least five to seven years her junior (possibly a little more to give Abby time to get established at NCIS) to explain why she was never seen in Sunnydale. Obviously she was in college on a scholarship getting her degrees and evolving into the Abby we all know and love while Xander was learning to fight things that go bump in the night.
Now, skip ahead to post S7 and you have the core Scoobies calling to check in with their surviving family where they can and getting the new Watcher's Council together, only to have Willow ask if Xander has called his big sister yet, which is a surprise to everyone else as they didn't know he had a sister and she wasn't at his almost-wedding. Now from here you picture whatever tension you like to keep Xander from talking to Abby often, although I think being constantly compared to her by his mother works well, but I leave that to debate so as not to seem too cliche.
Hop, skip, and a resolve face later and you have Xander not just calling Abby, but visiting her before he finishes settling into his role as a Watcher and heading to Africa.
The basic setting, at least for me, will be in the Ziva period of NCIS, mostly for the possible Ari-Dracula tie ins I can milk and because I think Ziva vs. Xander interaction would be funnier than Kate vs. Xander.
