The question I have is when Kage reffered to the Inuzuka, did she reffered to the Jutsu Kami that watches them, the dogs or the people? The first wouldn't have been able to stop them, the later two wouldn't have been able to see them due being mortal, thus causing a conflict.
The only way out of this is either dogs can interact with them or one of the Inuzuka could for some reason (like a Kami being punish by mortallity). To me the second is more likely due to Hana looking non-feral like the others causes her to stick out.
