I'm not saying it would be a good idea, I'm saying Kiritsugu was pretty much driven by guilt at that point. If he knew his "daughter" was going to die young and he had an artifact that could stop that, he might save her without fully considering the consequences. I mean, consider how he raised Shirou. The boy had survivor's guilt and his new dad just made it a lot worse instead of actually helping him heal. I'm not saying that was really his intention, but by the end of his Grail War Kiritsugu is getting eaten by so much guilt and regret that he doesn't have a lot of perspective.
So yeah, Illya is the strongest master in the war by far, and she's got the Avalon stuck inside her.
