Ranma is definately *not* a worse cook than Akane in canon. It would be extremely difficult to be a worse cook than her, and I am talking canon, not fannon.
Ranma (as a she) is shown cooking with his mother, and every dish that was attempted was good. All Akane's attempts from that period were given to 'Mr. Panda'. Their are other points such is hinted at, but that is the one I recall most clearly.
Now, this does not really give us enough insight into how much variety Ranma knows, nor how he would hold to either his mom or Kasumi, as no such comparison to my knowledge was ever made. But from the stuff shown, he knows his way around a kitchen enough to do the cooking and give warnings to Akane (that were ignored), when she put I think either eggs or metal in a microwave.
As for your second, since Ranma is a decent/good cook, in canon, I doubt he would follow such recipies unless he intended her harm or to prove her recipies wrong. If to prove her wrong, she would never believe it was her. Additonally, Akane is given normal recipies, she does not seem to make them, as she has made comments to the effect that she needed to make the recipies more interesting. And several of her attempts were in home ec, I think they give standard recipies to use, and allow variations.
Now, if someone wants to write Ranma as being a completely bad cook, fine, but then it is not borne out by canon.
Heh, there is one scene I remember where Soun and Genma are cooking cabbage, stating how they knew how to make it. They really can't even cook it without reciting some dumb chant while doing so to remember the steps. This makes me believe Ranma did the cooking on the training trip, though I do not think it is ever directly stated.
