It might or might not be possible for the magical societies to go into deep isolation in the 90's, whatever, I don't think there's actually enough known about magic in HP-verse to really make a good prediction.
How exactly does Dumbledore intend for cooperation to continue after Voldemort's gone and how exactly can he entrust the task of leadership to Harry? Not to riff on the guy but I think it's exactly the sort of role that canon!Harry would be deeply averse to, never mind the absurdity of throwing a kid straight into the shark-infested waters of international politics.
