I think so. At the very least, I know that in the competition between the various sorcerors of Earth over the position, Doom deliberately came in second, because the runner-up gets one favor from the Sorceror Supreme, and Doom wanted Strange's help freeing his mother's soul from Mephisto.
Seriously, if Doom got in a fight with ORZ or the like, it'd only be because it's the first step in his plan to absorb their power and reign supreme.
