I was just in a store shopping where a mother had a couple of little kids with her that were being loud and rambunctious while the mother was trying to get them to settle down and be quiet. The mother muttered she wished she could just hit the "mute" button.

It suddenly occurred to me that that might be an indication of the real reason for the "Reasonable Restriction on Underage Sorcery." as well as the reason that the children of the HP world wait until they are eleven to start learning to use magic.

It's so the parents can cast a silencing spell on the loud kids to get them to be quiet, and they won't be able to use a wand to cast a counter spell like "finite incartium".

Close... But likely more "to stop the kids from hitting the mute button", at least for the "start at 11" thing.
