This is Shiori Fujisaki from Tokimeki Memorial.

About the only difference between her and the Yokkyun/Keima pic is that Shiori's eyes are red (Yokkyun's are blue) and <s>she doesn't have that one lock of hair that flips up</s> her hair is about half the length of Yokkyun's. Otherwise, Yokkyun's an expy of Shiori.
