They got her DNA when she was about 10, but they didn't start the cloning process for awhile at least.
The Radio Noise plan, the original reason for the Sisters, was scrapped before they entered the production stage.
Sister 00001 died wearing a summer Tokiwadai uniform. I'm pretty sure there's a scene where a clone is shown in the Winter uniform. So over a year at least since the first experiment. But less than 20 months because otherwise why was the clone wearing the Tokiwadai uniform?
In fact, looking it over, Misaka Imouto 09982 was released from the tank on the 11th of May the same year.
So, yeah, assuming they were numbered in sequence, the currently living Sisters are 6-7 months old as of NT 6.
Last Order, as 20001, is probably the youngest. In fact, IIRC, Last Order was released from the tank only in the last week of Augest. So yeah.
Basically, Last Order is 3 months old as of NT 6.
Unless you use the collective memory of the clones; if so then they are older than 20 months, but probably not by much.
