Why is Scott Summers such a world class dick?

I think it began in the late 80s when Jean Grey was retconned back to life and when the X-Factor comic book series was started. Making Scott leave his first wife Madelyne Pryor and their son to be with Jean, resulting into the Inferno saga, was probably what the first signs of Cyclops becoming as dislikeable character.

Because the writers hate him. Or because the story calls for it. Or just because.

Actually it is also the other way around. The writers write him thinking that Scott is doing awesome, hardcore stuff. Hence why the stories end up putting him in the right.

Like Hope suddenly forgiving they guy for sending her dad to die.

Unlike the writers the readers just see Scott being an ass.

IMO being a dick is in the Summers family genes.

You have to remember, his entire character has him being stiff and unyielding from the first X-Men comic. Basically, he's a by-the-book boyscout who lived virtually his entire life under Xavier's roof. Also, he has the most bizarre attraction to women that can read his mind, so I'm guessing he'd also be the silent father type that shoulders everything and doesn't want to talk about anything.
