Considering Luke is a mechanic and gearhead, it's probably not. He would know the prices of that sort of thing. Hell, he's probably got a stack of starship-centric magazines in his room on the farm.

Plus, Han agrees with Luke, but says that there's "no stock ship" that could match the Falcon. And Han is right, considering how ridiculously tweaked the Falcon is. So I'd say that's probably the cost of a brand-new one, though perhaps not a top-of-the line one.
See, this part I mostly agree with. Luke probably spent hours fantasizing about getting a cool ship, and trying to work out how he'd get enough money for one. He likely even thought about pod-racing, but there's no way in hell Owen Lars would have allowed that (for more than one reason).

Mind you, the ship he was thinking about for almost 10K could easily have been a fixer-upper, since he is a gearhead.
Wasn't podracing illegal by that point?

You're talking like that matters on Tatooine. It was illegal in the Old Republic too, but Tatooine is a hellhole of a world ruled by the Empire in name only. It, like Nar Shadda and Nal Hutta, belongs to the Hutts.

According to the official timeline, podracing was at it's peak during the Boonta Eve Classic that Anakin won. However, as the war progressed, it's popularity declined. By the time ANH started, a combination of the loss of public appeal, being more thoroughly outlawed by the Empire, and most of the best races being arrested for criminal activities during the Clone Wars had all but killed the sport. Corresponding to this, revolutions in antigravity technology made swoop racing the new thing. Luke wouldn't have been dreaming about podracing, but swoop racing. And he apparently has experience racing swoops too, seeing how he roasted the asses of those Imperial Scouts in RotJ.

It would be interesting, perhaps, to see some speculative fanfiction where Luke, like his father before him, becomes an amazing racer. So amazing that someone important, like a Grand Moff who happens to be on Tatooine for business, notices him. That could go down some interesting paths.

Oh, yes. That is, of course, one of the reasons his uncle wouldn't allow it.

Plus, how do you think Vader would react, if he heard that a kid named Luke Skywalker had just won this year's Boonta Eve Classic, or whatever race replaced it? Would be a very different story.

I wonder, would Vader listen long enough for Obi-Wan to say something like 'What do you think the Emperor would do, if he knew you had a son? Do you really think he'd allow you the possibility of divided loyalties?'

Hmm, just had an idea, that's going in the SW ideas thread.
