Though don't have Captain Planet take Sailor Moon's role. Rather, have Captain Planet just lead the Senshi in a fic, just to see what happens.

This suggestion is good. Why? Because instead of throwing in characters who are the equivilant of "MORE DAKKA!," this suggestion uses a character who turns the entire setting on its head without being overpowered hax (though she probably could be considered as MORE CHOPPA!). Imagine Tux Boy being in the same room as this woman. The original woman he loved in his past life was not like this character, and that alone is a story arc in itself. The rest of the Sailor Senshi? They would not follow this insane woman, regardless of who she was in her past life. Oh the potential of a character whose very presence changes the entire setting without being a God-Sue.
