Kinda... The Peggy Sue thing work's with Idiot Protagonist's like Ichigo or Naruto, but with Magnificent Bastards like Lelouch, it just degenerates into a curb stomp with all the info he get's.
The only Kallen goes back fic I know of only goes back to a few ep's before the end, and had an annoying OC plot device, and I don't know of any with Suzaku going back at all.
Most of the "Lelouch goes back" stories seem to be "Go back, out-plan everyone, curb stomp." which is admittedly what would happen, but something more... More, would be more satisfying.
Precisely why Suzaku is a big one. This would, presumably, be Suzaku post Zero Requim, and he's changed since the series start. Not to mention he holds the keys, esentially, to some of the bigger disasters. He can stop the Euphemia massacere, or if he doesn't, he'll still be far less mad than canon. V.V. can't tell him anything new to aggrivate him, which means Lelouch isn't as likely to be brought in (unless Suzaku thinks its needed to keep a plan going, after all, without Lelouch, theres no Knight of Seven position for him). Of course, if Euphemia survives or even isn't geassed, then the game seriously changes.
Hell, maybe send both Kallen and Suzaku back, without them knowing about the other.
Suzaku get's confused about the Crimson Lotus, Kallen get's confused about the Lancelot showing up early (As Suzaku would know to apply for the Devicer position.), and both beat the shit out of each other repeatedly for no damn reason.
Hell, if the Crimson Lotus does well enough during her one woman vigilante phase, Kyoto might give her the Guren early, which would have solved a lot of things on it's own.
Crimson Lotus Vs White Death could become some kind of meme by the time Zero shows up.
EDIT: Also.
Kururugi, Suzaku, Knight of Eleven.
Just for lulz.
EDIT2: Also, another thing... Do they keep their Geass? Kallen's now useless "Answer my Questions" and Suzaku's much less useless but far more annoying "Live"?
Cause, on one hand, Suzaku is screwed by his, but Kallen is screwed WITHOUT hers, because Lelouch will go Paranoia Psycho the second she reveals she knows who he is and try to mind wipe her (If he has his Geass by then.) which would defeat the whole point.

Lelouch decided, after some thought, to use his new power on the Red Head who had basically assigned herself the position of his assistant since he came to Ashford, to answer a few question's he himself had after his suspicion's from the voice he recognized from Shinjuku.
Getting in private was as simple as just walking into the Student Council room when no one was there, since she followed him everywhere like some kind of puppy.
Just a quick glance and-
"Answer my Question's."
Her body went slack, like a puppet with cut strings, he would have to get used to that, it looked a tad creepy.
She droned out a docile "Yes, Lord."
Lelouch took that as a signal to begin.
Q: "Why do I recognize your voice from Shinjuku?"
A: "I am the Crimson Lotus."
Wha-
My mind slammed to a halt.
THIS GIRL WAS-!?
Q: "You're the pilot of that Red Frame that's been running around all this time?"
A: "Yes."
This was... This was PERFECT.
All he needed was to neutralize the White Death and some quick wordplay on his part and he'd have the most powerful force in Japan under his control, it was almost as if someone had been playing a game of keep away for years and all the good luck he'd been missing was falling into his lap at once.
Q: "Do you know who the White Death is?"
A: "Suzaku Kururugi."
What.
Scratch that metaphor.
Q: "Why would he fight for Brittannia?!"
A: "Because he's an idealistic idiot."
Yup, Suzaku.
Now, to just make sure I don't need to shoot her.
Q: "Why haven't you killed Suzaku?"
A: "Because I do not believe he deserves to die, and because it would upset Zero if he were to be killed."
That was... Reassuring actually.
Ahh yes, the ever mysterious Zero she keep's talking about, let's see who that's about.
Q: "Who is this Zero you serve?"
A: "You."
...
I think this is what it would feel like to beat Schneizel at chess.
(I have run out of juice at about this point.)
