Generally speaking, I dislike 4th wall breaking like that unless there is a specific reason in the plot to allow for it. (NGE comes to mind).
This image is actually probably one of the single most controversial images I've seen on the New Sailor Moon. No matter how I interpret it, I come up with problems.
In any case, with the computer being pink and having a bunny on its customized lid... I consider the statement suspect.
Consider that the average person of today overall, especially in Japan, know how computers and notebooks and gadget level devices work, but in that being the case, means how they take the presence of the Mercury computer would be interesting to know. Since I've not seen the series, I could not say.
On the other hand, I would be disappointed though, were I to learn that Usagi this time around actually has a brain in the anime, considering her friends and mother were seriously concerned about her potentially not passing middle school and making it to high school in the first anime series, plus what we know of her grades. And her knowing how to use a computer for anything besides video games would probably be OOC in comparison to the first one.
