Not necessarily.

He's definitely able to evade apprehension. The main reason he was in danger at all was because he limited himself to the area of Hogwarts, because he was looking out for Harry.

If he escaped again, he'd be in France. The Dementors wouldn't be able to follow him there.

Could those be a plot hole, the dementors? I find it hard to believe that azkaban is the only prison with dementors.
what do other nations? do they simply kill their cirminals? hard to believe, so perhaps they have their own kind of dementors?

Azkaban is the only prison mentioned period. No other prison has ever been mentioned, unless you count Moody's trunk, which was used to imprison Moody himself for the better part of a year.

The only thing similar to Dementors that has been mentioned are Lethifolds, which are likewise immune or highly resistant to everything but the Patronus charm, and the Augurey, a raven like bird with a cry could drive people insane after enough exposure. The first is a carnivore, the second is not.

Well, why does a prison require dementors at all?

We get along fine without them.

Anyway, the issue would be the British illegally hunting someone down in France. Even if the French had their own dementors in their legal system, it'd be the French trying to hunt him down if at all. They're not liable to cave to the British on that.

With what has been shown and implied, Beuxbatons (and thus the french ministry) seem less prejudiced than the English if you consider Fleur and the Headmistress both being half human (Fleur's part Veela and the Headmistress is part giant) while blatant bigots seem to be the biggest part of the Britsh ministry.

For the dementor part, one idea that springs to mind is that they could be nearly extinct and Azkaban is basically something akin to a conservation effort combined with a prison.

Harry could easily cause problems for the British Ministry by commenting on how backwards they are compared to the progressive nature of his own schooling.

I'd love to see what would happen if Harry ended up in a school that did not get along with the British ministry at all or even an American one
