Other sources of danger: Chaos was the big bad behind all evil attackers in the series. What if Chaos had even more people working for it? Not necessarily something even worse, but how would the senshi (and the populace) deal with another Nehellenia? Or even "just" a Beryl?

Chaos isn't dead. He's going to eventually come back as a she as Sailor chaos. So I assume he would have more incarnations.

But by the end of the series Usagi she beat him in her second or third strongest form. By the time she's Neo-Queen Serenity she could own anything he creates.
 
If you don't mind crossovers, a simple source of danger would be... well... anything from WH40K.

Suppose Serenity's rise to power prevented that of the God-Emperor of Mankind. Thus, no Imperium of Man to stave off the Orks and Eldar and, more importantly, the Tyranids and Necron are still charging towards the Sol system in full force. Oops.

Looks like the Senshi just had their work cut out for them. Let's just hope Usagi can at least do half the job the GEoM did, eh? Otherwise, mankind will be about as much as a footnote on the pages of the other races' history...

Unless for some reason Usagi erased the God-Emperor, he's still going to be around.

Never mind, of course, the fact that Sailor Moon takes place over the late M2 and late M3/early M4 AD if I understand the SM timeline correctly(Taking the 40K way of dating millennia). To compare, the Great Crusade (starting from the Unification of Terra) took place from M28 to M31 and 40K itself takes place in M41.

Also don't forget that the Emperor only rose to power in an obvious fashion due to the Age of Strife (M23 to M30, IIRC) that followed the Age of Technology (which, IIRC, started around M15 to M25, with M18 to M23 being the fabled Golden/Dark Age of Technology). During said Age of Technology, Mankind was quite capable of handling, even as small, separate empires, both Eldar and Ork forces in extensive wars. This was with the Eldar Empire before it's decay, and Orks being Orks.

Hell, He'd probably be glad that Usagi is the obvious figurehead of mystical power. He'll be able to continue quietly guiding Humanity without attracting attention... while Usagi handles the troublesome cases he doesn't want, nor need, to worry about.

After all, He has only one True Enemy to worry about. The Dark Gods of Chaos. Only the Long War deserves His attention.

A part of me wonders why the senshi didn`t just seal of the solar system after Galaxia. They had the ability after all.

They could have, but that would make them stagnate into a false sense of security, and by the end of Stars, Usagi would not allow that, as she knows, no matter now painful, fighting (in more than the obvious form) is a necessary part of life.

Well, manga Usagi anyway.

But at least it would be a better warning than the Outer Senshi who can only notice invaders when they move in next door to them.

Of course in this case it's more then likely that Humanity going to be in better case then canon simply do to the fact that with Usagi in charge humanity is not going to be caught unaware of the dangers of Chaos and the supernatural.

Combined with the fact unlike GEoM, Usagi isn't going to be standing around watching as everything to collapses in Sol and waiting things out to see if humanity sorts things out on its own means that she's going to have on average technology better then anything that canon IoM has except on a highly limited scale.

Something that's going to pretty much lead toward every power in the galaxy getting ass-raped so fast that it isn't funny.

For the God-Emperor's case, there was literally nothing he could do to save Mankind from the Age of Strife. Let's keep in mind that the Age of Strife was basically the gestation period of Slaanesh. The Eldar Empire was in full decadence, which meant that trillions (assuming that Eldar population in the Crone Worlds was such before the Fall) of very powerful psykers were pumping the Warp full of emotions and energy. As powerful as the Emperor was back then (which is a lot less then in M41 actually due to the worship of quintillions of humans, or lack thereof in M23 to M28, but still able to fight off Khorne, Nurgle and Tzeentch from taking the souls of Humanity, or bitchslap the Void Dragon on Mars after uniting Terra), even He could not stop the birth of Slaanesh, nor outfight trillions of psykers or negate the effect of their emotions in the Warp.

Said energy, while probably (making a personal hypothesis) being redirected in part by Tzeentch to fuel a constant Warp Storm of incredible intensity around Terra and isolating it (and the Emperor) for the entire duration of the Age of Strife from the rest of Humanity, caused significant amounts of humans all across colonized space to awaken as psykers or produce offsprings that were psykers with absolutely disastrous results for all involved. Entire worlds were lost due to daemonic possession, Enslavers or Vampires (Warp Vampires that is). Warp travel was almost impossible to Human Navigators, and often travel in normal space could be just as dangerous due to Warp Storm unpredictably manifesting in the Materium.


In short, He could see that Mankind was in for a crappy few millennia, but it would survive, barely. Afterwards, the only hope in the long term would be for Him to reveal Himself and start uniting Mankind, starting from Terra. So, He did the best with what he had. Also consider that he never really wanted to rule over Mankind as an Emperor, as He was always meant to be a Guardian of Mankind.

And, if you will permit my humble opinion, I do not think that Usagi understands (or knows really) Chaos. All she knows is the Chaos that wanted to destroy all life, a single malevolent entity for whom the concept of corruption was forcibly pumping Dark energy into someone until their mind broke and became its servants.

The Chaos Gods do not want life to end, and their ideas of corruption can take place over a timeframe of centuries, slowly twisting the mind and view points of the target through selective manipulation of events and the naturally corrupting aspects of Warp Energy.

And the Emperor was fully aware of Chaos, actually being older then all the Chaos Gods. The only problem was that he decided to attack them on the basis of their power: belief and extremes of emotions. He made a system that classified logically and clinically Chaos and its daemons, trying to remove the superstitious aspects that gave them such influence over human minds, and promoted logic and philosophy resembling stoicism in some ways. His only mistake was having too much faith in Humanity, ironically enough. Searching for a savior, humans (and the Word Bearers) tried to deify Him, to His horror, and once rebuffed by His stern chastisement, they turned to the Chaos Gods and start the corruption of half the Imperium (Just As Planned by Tzeentch). We must also keep in mind that the Emperor was, at this point, in the midst of a "Shadow Point" in His precognition, making Him unable to see clearly His fate and the repercussions of His actions.
 
My comment was more on how GEoM basically spent the first several millennia after Sol was blocked off by the warpstrom basically standing letting humanity within the solar system basically beat themselves back to the stone age while trying to decide wither he should directly interfere or not.

Also Usagi doesn't need to understand Chaos. At least not in this area. The main problem that humanity before the Age of Strife had was how ignorant they where of the existence of chaos and supernatural thanks to GEoM which came back to bite them in the ass where here they aren't going to be.

A throng of millions inhales as one, hanging on their Queen's words.

Queen Serenity: "As children we knew the truth even though our parents lied and told us it was just imagination. There are such things as monsters out amongst the stars. There are things that go *bump* in the night." the Queen favored them all with a stern, loving look. "But we, the human, race above all other beings in the univers have the power to bump back!"

Well, considering that the Emperor could foresee several millennia into the future, perhaps waiting until M28 was the best possible choice He could see. After all, conquering Earth rapidly and then sitting around for several millennia waiting for the Warp Storm to die down seems like a good way to create unrest and discontentment over the long term. Hardly the best way to reunite Humanity if the Homeworld is grumbling and fomenting rebellion about your static and oppressive dictatorship that hasn't moved in millennia.

The other possibility that comes to my mind is that, IIRC, the Shadow Point in His precognition started in M28 (or in M30 with the birth of Slaanesh and the scattering of the Primarchs) and every of His acts and decisions afterwards until the end of the Horus Heresy was basically ad lib-ing His way around, desperately trying to save Humanity while having no clear cut way in His sight, and thus no way to go about it in a more discreet and efficient way then taking control directly.

Which would explain why he didn't foresee the problem of his policy against Chaos. Being of godlike power Himself, and knowing that so-called Gods are treacherous entities born of our excesses and emotions, the Emperor was extremely rationalistic and Atheist. He refused religion because He had seen even a simple message of love and tolerance give cause to the Crusades of the Middle Ages (and incidentally the birth of Khorne) through misinterpretation and simple human greed and stupidity. He thought that any religion was giving the Chaos Gods a red carpeted way in to corrupt Humanity.

Humanity during the Age of Technology knew about the daemons of the Warp. After all, the Gellar Fields had to come from somewhere. But it was a more enlightened Age, where Mankind had faith in their science and ability to understand the universe. They probably didn't think of it as supernatural, most likely because they actually understood the underlying physics and dimensional mechanics between the Materium and Immaterium. If a Daemon began to manifest they probably thought "Hmm. I'm gonna need to up the power setting on my portable Gellar Field, those little buggers are getting annoying with their antics." The problem with the Age of Strife was that Humanity began to develop a high sensitivity to the Warp that they hadn't had before very, very suddenly. It's unlikely that they had predicted that, with an active psyker to act as a host, a daemon can manifest inside a Gellar Field, rendering what must have been the main anti-Warp tech of the Age of Tech (and the only one that was really needed before) far less effective. All because the Eldar are tremendous dicks.

And maybe she doesn't need to understand Chaos... because the GEoM would still be around to deal with it?

Not really. The Gellar Fields came about becouse they knew that something screwy was happening when you went into the Warp but didn't seem to know why that happened. The existence of the Ruinous Powers came as a seriously unpleasant surprise during the Age of Strife.

The only person who seemed to have had a clue about what was happening in the Warp (well besides the Eldar) was the GEoM who frankly wasn't the type share it. Especially when you consider that the Dark Age of Technology represented the closest that humanity came to his dream socaity.

Indeed? Well, there goes that theory. To be fair, we have little information about the Age of Technology and their reaction to the beginning of the Age of Strife beyond the "Everything goes to Hell" part, as far as I know. They could have know of daemons (in scientific terms), but not of the Chaos Gods due to the GEoM's protection.

I, for one, would move that Event Horizon be recognized as the filmed documentation of the first Warp Drive test, before Gellar Fields were invented.

And what could Usagi do about the daemons of the Warp and the Chaos Gods?

It's pretty much shown (in the manga) the Senshi have some resistance to mind effects, Usagi more so than the others.

Case in point when in the fight against Metallia, the people in Tokyo (if not a much larger area) had litrally gone into a berserker rage and were slaughtering each other, yet the Senshi were rational, even Usagi who was inside Metallia (though surrounded by ginzuishou) and could feel the city going to hell.

So 'passive' psychic effects are likely dampened, or are able to be ignored.

Don't forget Usagi threw off Demande's third eye. Usagi was the only one uneffected with Ptitol and Cyprine's spell that made the senshi fight each other.

Yeah, I knew she had thrown off some active mindscrewing that the Senshi failed too, I'd just couldn't remmeber what. xD

And really,we have to give it to Mamoru, in the manga, most of the times he got brainwashed/mindcontrolled, he had been dead before hand, so he's not as quite mental defense lacking as we say he is.

I do remember a time in Dream, all the Senshi got trapped in an illusion, and he was the one to get them out...
 
Yeah, but when talking about WH40K Warp creatures, we are talking about beings whose MERE PRESENCE can drive even strong-willed men violently insane. Kinda like Chthonian horrors - and in fact, I recall the creators of 40k stating that they were influenced more than a little by Lovecraft when making their Chaos Gods.

Of course, none of the Chaos Gods can even compare to Azathoth. Not even Sailor Moon can do much of a damn thing against a... thing... who destroys existence by WAKING UP.

Correction GH, Azathoth is a creature whose dreams and body happen to be all possible universes, and those dreams will vanish if he ever wakes up.

Not that he occasionally doesn't destroy a universe or two when he trashes around in his sleep anyhow.

And on the subject of Warp Entities, the powerful ones, for instance the Prince of a Thousand Faces in Grey Knights , can cause people to go insane over entire sectors and cause the dead to dig themselves out of their graves to try and crawl away from him.

That is foulness unbounded.

ôWhat happened?ö they were alone now, the Queen her husband and the Senshi. All the various court and military officials had been shooed from the room by Rei and Minako. The Queen sat in her chair, a slightly pensive look on her face as she talked with her most trusted advisors. Mamoru remained at her side, offering his silent support.

ôCaptain Finnö Minako began, filling that name and title with a surprising amount of venom ôJumped the gun.ö She pulled up a data pad and began typing out a few instructions. The lights in the chamber dimmed as a holographic recording sprang to life before Queen Serenity. ôAs this spy cam shows this small squad from the Synthetic Life-Form Coalition was patrolling their section of the border when they came under fire.ö

On screen, humanoid figures in metallic silver, dark blue and black with dull orange trim and silver eyes dove for cover as rounds tore up the space theyÆd just occupied. One of them was too slow and was swiftly torn to pieces, armor and limbs flying, as enemy fire concentrated on it.

The rest of the synthetics began moving with their usual disturbing unity. Mamoru noted, not for the first time, that a fighting squad of synthetics was more like fighting a single individual that could inhabit multiple bodies at the same time. Even so, their enemy was no less dangerous.

ôPreterhumans.ö Serenity remarked with a sigh, as she cradled her cheek in the palm of her hand. The hologram showed one of these altered humans, the self-proclaimed æNext step in human evolution, as it used the cover of a Grenade blast the resulting IR smoke screen to leap in amongst the machines. Two of the remaining five squad members dove for and grabbed the giant mans armored legs as he used a force pike to smash in the skull of another Synthetic. ôI thought the Preterhumans had a new administration that was not interested in waging war.ö

Rei winced as the playback paused ôIntelligence admits that it might have missed the nuances of the new partyÆs platform. It appears they no longer view Crystal Tokyo and her Colonies as the greatest threat to the evolution of humanity. That honor has gone to the Synthetics created before your rise to power.ö

ôOf course.ö The King began, his voice dripping with Sarcasm. ôItÆs much easier to have one of their beloved æShort Victorious WarsÆ against an enemy that looks so different from them.ö

Usagi gave his hand a reassuring squeeze before gesturing for the playback to continue.

ôItÆs at this point that we believe that Captain Finn ordered his people to engage the hostiles. As you can see there is no indication that either party crossed the border.ö The Prime Preterhuman stabbed down with his force Pike coring the synth that was desperately trying to maintain a hold on his leg. The Giants aim was off, and the Synth continued to hold. Together it and its partner yanked him off his feet, just before the damaged itÆd sustained caused a shutdown. The prime slammed into the ground with an audible crash. The undamaged Synth on the SupermanÆs left stood up into a crouch and emptied an entire clip from itÆs side arm into the giant, and then added four bursts from its modified Carbine. Once sure he was dead the two separated and smoothly took cover.

The remaining Preterhumans were of their secondary stock, soldiers that had yet to earn the enhancements that would turn them into the elite cadre of warriors. They outnumbered the Synths but without their, reckless, Prime they were at a disadvantage. They began to pull back and the Synths appeared content to let them go. Neither side had crossed the line.

Then Queen Serenity's forces attacked.

ôRei, I would like to know how this individual attained an OfficerÆs rank?ö SerenityÆs voice was cold as she watched the men and women of her armed forces cross the border and subdues the retreating Preterhumans and the Synths. Neither of which seemed inclined to offer any resistance in the face of such overwhelming force.

Rei cleared her throat ôHis father is a powerful man in the Senate, he holds a lot of sway and is, sadly, well loved by the people of his district.ö Rei tapped a few buttons as the Hologram ended. ôWe assigned his incompetent son to a border post in the hopes that he wouldnÆt cause much trouble. However we were unable to transfer him out quickly once we realized that this section of the border would be seeing much more action than we originally projected.ö

ôHeÆs confined to desk duty until further notice.ö The Queen stood ôI assume both sides are demanding the return of their people?ö

ôThrough official and unofficial channels your majesty.ö The Queen smiled at her King, fingertips lightly brushing his cheeks before she straightened and turned. ôMake the appropriate arrangements and tell them to prepare for my arrival.ö

Her advisors stopped dead as she strode towards the door ôMy Queen?ö

ôI would like to apologize to these soldiers in person.ö She smiled ôIt might help smooth over the rough patches.ö

ôà.need no apologies from the coddler of humanity.ö The wiry young man earned a death glare from their deceased Primes second along with a quick chopping motion of his hand. He ignored both, ôWe are the chosen people, the ones destined to guide humanity to itÆs rightful place amongst the stars. Not YOU!ö

Somehow Serenity managed to keep smiling as she gazed serenely upon the young man through two feet of reinforced chain glass. She then turned to regard the Second ôI am sure you will convey my sincerest apologies to your superiors.ö Her decision to ignore the wiry youth caused him to flush red in rage.

The Second dipped his head ôOf course, I well understand the difficulties a person in your position can have with unruly subordinates.ö Two of his underlings grabbed the wiry man and slammed him to the ground, hands slapped over his fool mouth as the Queen and their commander talked amiable about the current tensions between their two people.

The youth tried to bite that hand, desperate to make his displeasure known, and received a swift punch to the gut and a boot to the head for his trouble. ôNow gentlemen if youÆll excuse me.ö The Queen favored all the conscious members of the unit with a dazzling smile before turning to stride onto the next holding Pen as the Preterhumans were ushered out to their waiting transport.

The QueenÆs smile faltered a bit as three pairs of machine eyes locked onto her, following her every moment. ôI am Queen Serenity, may I know your designation?ö She took a deep breath, talking with these synths always made her a bit nervous.

Three metal men cocked their heads to the side at the same time. Eventually one stepped forward. ôWe are unit 1138 of the sixth trinary. This platform, Platform Delta, has been designated as speaker for the duration of this exchange.ö Serenity smiled and inclined her head, creepy and cold as their voices were, it was much better to have only one of them talking than all of them at once in unison.

Mamoru noticed that the movement seemed to put the Queen at ease, witch meant it was deliberate on the machines part. Emulating human behavior was a habit they seemed to develop very quickly. ôHowever you should note that if threatened in the future we will defend ourselves with appropriate force. Your officeràö

ôWho is currently being disciplined?ö Minako felt the need to add.

The machine accepted her statement ôàwas in the wrong in his attempts to detain us. However, his action did not provide a significant threat to us or our mission. If they had weÆd have resisted.ö

Minako began to step forward, to say something but the raised arm of the Queen kept her at bay. ôThen I would suggest we work to improve relations between our peoplesÆ so this does not happen again. Perhaps an embassy or a cultural exchange?ö

Another appraising look from the Synth, though this time it appeared to study her in detail. ôAn interesting proposal.ö It finally admitted ôWe had dismissed the possibility of any such offer being made for the foreseeable future. It would appear we shall have to revise our assessments of you.ö

All three machines seemed to twitch as one, causing some of the facility guards to move forward ready to defend their Queen. It wasnÆt necessary.

ôWe now speak for all.ö DeltaÆs voice had shifted; in fact its entire bearing had shifted from soldier to diplomat. ôCurrent polling suggests that a consensus in favor of accepting your proposal will be reached within the hour.ö Mamoru looked around, noting how nervous everyone seemed that this soldier had seem toàbecome something more, to now seem calm and relaxed where at first it was stiff and formal. ôPlatform Delta will stay behind to coordinate this effort while a more suitable Platform is prepared. As a sign of good faith we will disconnect Delta from the Consiousness when it is not speaking for all. We will also upload its access codes so that it may be deactivated by you at any time. Is this satisfactory?ö

The Queen favored them with one of her radiant smiles ôThat is very generous thank you!ö The machine inclined its head and then pitched forward. Its hand snapped up, bracing itself against the chain glass as its companions turned and marched as one out of the cell. ôAre you okay?ö she asked as it righted itself.

ôWeàIàam undamaged and prepared to serve the interest and will of the Consiousness.ö

All right, I think I found a way to make a benevolent Crystal Tokyo that is not in complete control of humanity and is facing significant threats both internal and external.

A brief history

Around the time that Queen Serenity came to power in Japan and began to stretch the new Kingdoms influence across Asia, the D-Engine (Dimensional Engine) was created. This lead to the creation of a powerful, but dangerous new field call Arcanotech. This field took most of the world by storm, and the D-Engine quickly supplanted almost all other forms of energy production.

The Crystal Kingdom, and those areas allied with it, could access planetary Leylines, and the Magic Grid to provide power for their people. That plus fact that the design and repair of arcanotech can cause insanity and rifts in the fabric of space and time led Queen Serenity to outlaw itÆs use in Crystal Tokyo. This initially spared Crystal Tokyo from the wrath of the Migou, who sent their agents, the Nazzadi, to end the threat of humanity during the first Arcanotech war.

The war eventually ended with the Nazzadi turning on their masters, once the truth of their creation was revealed, and joining the recently formed New Earth Government (NEG). Though all of Earth suffered during the first war, those territories under the protection of Crystal Tokyo suffered less than others. As such CT enjoys control over Japan, China, large areas of Russia, Australia and the Philippines. The NEG controls North & South America, Africa and Europe. The two powers disagree over certain issues which continue to prevent them from joining under one banner.

Queen Serenity feels that humanity should abandon Arcanotech. Her government argues that it has not only brought suffering to the children of earth, presents a clear and present danger to the safety of humanity, but that it also appears to be changing humanity. The emergence, study, and use of Para-Psychics and dangerous Magic by the NEG is also a matter of concern for Queen Serenity. She also does not like the fact that, while technically a liberal democracy, the NEG is also a police-state.

The NEG does not trust the leylines or the Magic Grid, pointing out that it failed to provide adequate protection for the Moon Kingdom in the past (Queen Serenity has been fairly open about the past history Moon Kingdom). The NEG also feels that Arcanotech is the path to humanities future, and the best defense we have against the Miquo, their allies and other cosmic horrors. They argue that too much of CTÆs defense relies on the Senshi and their power. If soemthing were to happen to the Senshi, CT would be dangerously vulnerable. They also feel that, while benevolant so far, CT is a constitutional monarchy and that could easily lead to trouble down the line.

Though they distrust one another CT and the NEG will work together to face a common threat, like the Migou, whoÆve managed to get a foothold on earth and the æDark MoonÆ whoÆve taken over Nemisis and activly seek to force all of humanity into their fanatical cult. Aside from them, both governments are dealing with Eldritch abomination cults like æThe Children of ChaosÆ, æthe Disciples of the UnnamableÆ, æthe Rapine StormÆ, æOrder of DagonÆ, and æthe Death ShadowsÆ, who seek to summon their æOld OneÆ masters to sing the song of humanities annihilation. Of course the Migou hate everybody and actively seek to end CT, NEG, Dark Moon and all the æOld OneÆ cults running about on earth.

If you havenÆt guessed this is a fusion of Sailor Moon with Cthulhutech.

World building notes:

CTÆs Magitek Grid is a combination of life energy, cosmic energy, and leylines (Planetary and Solar). CT grows and strengthens the grid as they expand their sphere of influence (Voice: ôYou must construct additional pylons.ö *whap!* ôOw!ö), and it can be used to run buildings and vehicles as well as empower people who have the right training. The ædenserÆ the grid is in a particular area the more energy that is available for use.

An example: A person of moderate talent and competent training could use the available energy on the very fringe of the grid to allow them to yank a gun out of personÆs hand with little effort. In an area with a moderate grid ædensityÆ that same amount of effort could easily knock a full grown human on their rump. At the gridÆs core (Crystal Tokyo) that same effort would be enough to hit a person with the force of a cannonball (Think the Force Unleashed).

Now, since the Senshi are tied to the planets and thus the grid you canÆt use the gridÆs energy to harm them. If a person were to empower a spell with all the energy they could muster from the gridÆs core and hurl it at Queen Serenity it would have the same effect as using Dragon Slave on Ruby Eye Shabranigdo.

CT does make use of modern (for the future) firearms, armor and gear but itÆs backed by the power available to itÆs armed forces via the grid. However, Nanoforges are restricted to police, and military use as the Queen is concerned about the possible long-term ramifications and the possibilities for abuse such technology presents.

The NEGÆs gear is more or less unchanged from that described in the Cthulhutech pages I linked.
