A lot of the authority of Hiashi depends on _what_ version of "goverement" the Hidden villages have.
Honestly, if he takes the most stringent fedual view, Hiashi CAN KILL Hinata, legally, morally and ethically. With possibly a explation due to Tsudane, but htat's it.
It gets more complex when you take into various factors, like the fact that most FF writers assume a Genin is an adult in the eyes of the law (which is likey)
Still. Even with that, Hiashi dosn't want Hinata carrying to term, his word will carry a LOT of weight. I'm not going to go into all the details and logic behind it, but suffice it to say, even if Tsudane orders no abortions, and/or the Council agrees (or orders the same)... HIashi CAN quite likey get away killing the unborn child... or not. Depends on what Grum thinks.
Also, re child rights. Uh.
Quite unlikey. Given there's a direct implication of clan weight, and adoption marriages in Konoha...
Naruto as father (even assuming _he_ did the deed to create the kiddie), unless he chooses to grant the kid (s) his clan name, or marry the mother, WOULDN"T have any rights.
Period, nil, none.
And, even then, there's a STRONG impusle in Japanese culture that Mothers get the rights (MUCH MORE THAN the west)
